I found the radius of the circle to be 9, but when i find the volume of the cylinder i get 2287.1, which isn't one of my choices.

The volume of a right circular cylinder is
V = (pi)(r^2)h
If the circumference is 18(pi), then yes, the radius is 9.
Plug in what we know and get...
V = (pi)(9^2)(8)
V = 648(pi)
V = 2035.8
You must have calculated incorrectly.
