3 equal parts means that the probability of spinning any one part is 1/3. So the probability of getting 1 the first time is 1/3, and the probability of getting 1 the second time is still 1/3. Multiply: %281%2F3%29%2A%281%2F3%29=1%2F9. The probability is 1/9.
Another way to look at it is all the possibilities. The first number I write will be what we spin the first time; the second will be what we get the second time.
