a) Based on this model, by what percent did the tuition increase in 2001? my answer for this was 6.5%
but I can't get part b.
b) In what year was the minimum tuition increase? To the nearest tenth, what percent did tuition increase that year?

f(x)=0.156xsquared-2.05x+10.2
f(11) =8.526
but I can't get part b.

You have a quadratic equation.
The minimum occurs when x = -b/2a = 2.05/(2(0.156)) = 6.5705..
