Using the point-slope formula,  to determine slope of L1
to determine slope of L1
Points are (-4,0) and (0,6)which are the x and y intercepts 
  m = 6-0  / 0-(-4) = 6/4 = 3/2  
the standard slope-intercept form for an equation of a line is: y = mx + b  
where m is the slope and b the y-intercept.  Equation of L1 is y = (3/2)x + 6
Line2 parellel to L1 also has slope of 3/2
 y = 3/2x + b   L2 is to pass thru Pt(0,0) so b = 0
Equation of L2 is y = (3/2)x
