Let y = 0, then 2x-8 = 0
x = 4

slope of 2x+3y-8 = 0 ?
y = (-2/3)x + (8/3)
m = -2/3

slope of all lines perpendicular to 2x+3y-8 = 0 ?
slope = 3/2
----
Equation of the line you want:
y = (3/2)x + 4
