Let W be width and L be length. So
P = 2L + 2W = 36
Now the other statement can be written as
L = 3 + 2W
Now substitute this into the first equation and get
2(3 + 2W) + 2W = 36
6 + 4W + 2W = 36
6 + 6W = 36
6W = 30
W = 5
and L = L = 3 + 2W = 3 + 2(5) = 13
