16 - 3 = 13 people who have not studied either Chinese or Russian. Hence N(Chinese OR Russian) = N(Chinese) + N(Russian) - N(Russian AND Chinese) gives 13 = 9 + 7 - N(Russian AND Chinese), or N(Russian AND Chinese) = 9+7 - 13 = 3.
