You don't graph an inequality directly.
You first of all graph its boundary,
which is always an equality.

1st: Graph y = -1 as a dashed horizontal line
passing thru all the points where y = -1.

2nd: Since you want y to be LESS than -1,
shade the half-plane BELOW the boundary to get:
