suppose there were s scooters (2wheels), then there were 36-s taxis(4wheels)

in this configuration, the number of wheels is : 2s+4*(36-s)=72-2s

this should equals 100 : 144-2s=100, 2s=44, s=22 scooters, and 14 taxis.
