I think what you mean to simplify is
5(x^12)(y^2) / 10x(y^9)
If so, we reduce 5/10 to 1/2, cancel an x, top and bottom, and cancel y^2 top and bottom which leaves the answer
5(x^12)(y^2) / 10x(y^9) =
(x^12)(y^2) / 2x(y^9) =
(x^11)(y^2) / 2(y^9) =
x^11 / 2(y^7)
