total no. of ways to select two ties from 17 = 17C2 = 136

no. of ways when same color = 6C2 + 3C2 + 8C2 = 15 + 3 + 28 = 46

probability of same color = 46/136

now, probability of different color = 1 - 46/136 = 90/136

required probability = 0.661
