I'll just use 2%2F3+=+0.6666666667.
then y-3+=+%282%2F3%29%28x%2B4%29, or y+-+3+=+2x%2F3+%2B8%2F3, ory+=+2x%2F3%2B8%2F3%2B3, or y+=+2x%2F3%2B17%2F3.
