Solve ME = 0.05
1.645*sqrt[(1/2)(1/2)/n] = 0.05
(1/2)/sqrt(n) = 0.05/1.645
(1/2)/sqrt(n) = 0.0304
sqrt(n) = 16.45
n = 271
