Parallel lines have identical slopes, so if the lines are parallel then,
m%5B1%5D=m%5B2%5D

-2x+%2B+12y+=+-11
12y=2x-11
y=%281%2F6%29x-11%2F12
m%5B2%5D=1%2F6
Clearly, these lines are not parallel.
