m = (68-64.7) / (2000-1995) = (3.3/5)
68 = (3.3/5)*5 + b
68 - 3.3 = b
64.7 = b
linear ecpression is:
E = (3.3/5)t + 64.7 where t is the number of years since 1995.
In the year 2003 (8 years from 1995)
