453000000 would be equal to .453 * 10^9
.453 * 10^-10 is also equal to 4.53 * 10^-11
.453 * 10^9 is also equal to 4.53 * 10^8
From the decimal point, you count the number of digits to the right and that is the number of negative exponents you apply to * 10.
example:
.001 = .001 * 10^0
.001 = .01 * 10^-1
.001 = .1 * 10^-2
.001 = 1.0 * 10^-3
.001 = 10.0 * 10^-4
etc.
from the decimal point, you count the number of digits to the left and that is the number of positive exponents you apply to * 10.
1000.0 = 1000.0 * 10^0
1000.0 = 100.0 * 10^1
1000.0 = 10.0 * 10^2
1000.0 = 1.0 * 10^3
1000.0 = .1 * 10^4
etc.
