Y=3X-5 HAS A SLOPE OF 3 THEREFORE THE PERPENDICULAR LINE HAS A SLOPE OF -1/3 WITH A POINT OF (-7,3) GIVES A SLOPE INTERCEPT FORMULA OF Y=-1/3X-6
