Let x be width, then (3x+8) will represent the length

64ft of fencing

x + x + (3x+8) + (3x+8) = 64ft

solving for x

8x  + 16 = 64ft

8x = 48ft

x = 6ft  is the width

3*6 + 8 = 26ft is the length

checking our answer

2*6 + 2*26 = 12ft + 52ft = 64ft
