So let's call one of the two angles x. In your question it says "half the second angle", which would be represented as 1/2(90-x).
Therefore: x + 1/2(90-x) = 77.5
And then you just solve from there.
x + 45 - 1/2x = 77.5

Two complementary angles add up to 90 degrees. Subtract 77.5 from 90. and multiply the result by two.
90-77.5 = 12.5
12.5 x 2 = 25
25 is the second angle. Subtract it from 90 and you will find the measure of the first angle.
90-25 = 65 First angle= 65 Second angle= 25
