using slope intercept form for the perpendcular line
y = -(1/4)x + b
substituting ordered pair Pt(4,2) to solve for b
2 = (-1/4)4 + b
2 = -1 + b
3 = b
y = -(1/4)x + 3 is the equation of the perpendicular line
