It's not height, it's altitude. A plane's height is measured when it's parked. The altitude is not relevant to the problem anyway.

In 1/2 hour, the 1st plane has gone 250 miles.
The 2nd plane is gaining on the 1st at 100 mph (600-500), or the speed of the 2nd plane relative to the 1st is 100 mph.
