Perpendicular to y makes it parallel to the x-axis.
--> the y is constant
--> y = -3
Not much work to show.

If you have time to waste, you can do it the hard way:
Slope m = 0 (parallel to the x-axis)
Use the slope and the point to find b, the y-intercept:
-3 = 4*0 + b
b = -3
y = 0x - 3
