Find the slopes of the 2 lines.
slope m = diffy/diffx
m1 = (8-6)/(3-0) = 2/3

Find the other slope the same way.
If the slopes are the same (2/3) they're parallel.
If the 2nd slope is the negative inverse (-3/2) they're perpendicular.
If neither, they're neither.
