this is what I did to rewrite it in an equivalent form with positive exponents
12^7 x^7 y^9 and 36xy^7 under
12x^1 y^9=x8
x^7 y^9=16y
12 divide by 36xy =3

12/36=1/3
x^7/x=x^6
y^9/y^7=y^2
SO
x^6y^2/3 Answer.
Check for negative exponents.
