If I understand correctly:
2/(9/16)
Invert the divisor and multiply
= 2*(16/9) = 32/9

2/(8/15) = 2*(15/8) = 15/4
----------------
2/(17/32) = 2*(32/17) = 64/17

Do you mean largest value?
To find that, you can find a common denominator, which is tedious.
Easier to convert them to decimal:
32/9 = 3.5555...
15/4 = 3.75
64/17 = 3.7647... the largest
