Yes they are. If you take the first inequality x%3E-8 and you subtract 'x' from both sides, you get 0%3E-8-x. Now add 8 to both sides to get 8%3E-x. Finally, flip the inequality to get -x%3C8. So this shows that x+%3E+-8 and -x+%3C+8 are equivalent.
