*Note: parallel lines have the same slope! in this case (-1/3)

Use the slope-intercept form for an equation
y = mx + b where m is the slope and b the y-intercept
.
y = (-1/3)x +b
.
Use Pt(3,-2)substituting in the values to solve for b
-2 = -1 + b
-1 = b
.
Equation of that parallel ine is
y = (1/3)x -1
