Let's take an example. It might show you easier.  
Example:  
.23  
How do you say this? 
23 hundredths 
Right? The "hundredths" gives you a clue how to write the fraction; 
23/100 
Try another one.  
.7819 
This is said as, 7,819 ten thousandths so the fraction is: 
7819/10,000 
Got it?
