Can't be done.

9 quarters is $2.25, but that is only 9 coins.

8 quarters is $2.00, plus 2 dimes and a nickel makes $2.25, but that is 11 coins

or 8 quarters plus 2 dimes is 10 coins, but is only $2.20.

7 quarters is $1.75 plus 3 dimes is 10 coins but only worth $2.05

Fewer quarters makes it worse.
