The largest two digit number that x can be is 99.
The largest two digit number that y can be is 69.
The product xy is equal to 6831.
D is the closest answer.

If is a two digit integer that is greater than 40, the largest it could be would be 99. If is an integer and less than 70, the largest it could be is 69. 69 times 99 is a little bit less than 70 times 100 = 7000.
