You are told you started in 2002 with 34 and ended with 36 in 2010.
So take the starting number as your whole - that would be 34
Then find the difference between the ending number and the whole. That would be 36-34+=+2. This is the Part
Now solve

%282%2F34%29%2A100 = 5.88%
The percentage change is a positive 5.88%
