In 0.5 hours, Alice has gone 22.5 miles.
For Dave to gain 22.5 miles on her in 3 hours, he has to go 7.5 mph faster (22.5/3).
45 + 7.5 = 52.5 mph

There's no way a woman, or probably anyone, wouldn't notice the forgotten phone for 30 minutes, imo. Chances are they would pass each other (going opposite directions) while she's on her way back to get it.
