Use this rule:

                                    1
                              —————————————
                              [x(-3a - 2)]4

Factor -1 out of the parentheses:

                                    1
                             ————————————————
                             [x(-1)(3a + 2)]4

Distribute the 4 exponent to all the factors within the brackets:


                                    1
                             ————————————————
                             x4(-1)4(3a + 2)4

Since (-1)4 = 1

                                    1
                              ——————————————
                              x4(1)(3a + 2)4

                                    1
                               ———————————
                               x4(3a + 2)4

That's as far as it will simplify.
