Traveling a 60 mile trip. Averaged 30 mph for the first 30 miles. What would be the average mph on the balance of the trip so that the total average is 60 mph?

To average 60 mph on a 60 mile trip, you must arrive 1 hour after you start.
But if you have traveled the first 30 miles at only 30 mph, you will have used
up the whole hour just to go half-way.  So there is no way you can average 60
mph even if you could travel the balance of the trip at the speed of light!
