For this one, you need to rearrange the equation so the y is by itself:
2y = - 6x + 4
y = - 3x + 2
Parallel lines have the same slope, so it doesn't matter what the equation is as long as the y is by itself and the slope is the same. So for instance, a parallel line could be:
y = - 6x + 73
