and

multiply by 2, subtract the 1st equation
c + 10p = 200
c + p = 100
---------------eliminates c, find p
9p = 100
p ~ 11 pens
then
c + 11 = 100
c = 89 paper clip

Cost:
11 * 5 = 55 cents
89 *.5 = 44.5 ~ 45 cent, which is 90 clips
:
90 + 11 = 101 items for a dollar is about as close as you can get
