Plot the intercept (0,b).
Slope is change in y over change in x.
Determine another point using the slope, starting at the intercept.
A change of 1 unit in x would then give you a change of m units in y.
Next point,
x:0%2B1=1
y:b%2Bm
Plot the point(1,b%2Bm)
Connect the two points with a line.

If you have a line in slope-intercept form, it's a given that it's consistent and independent.
