Work from the inside to the outside.

= [(2t^3/s)/6s/t^4)]^-3

Still inside:
Invert the denominator and multiply:
[(2t^3/s)(t^4/6s)]^-3
---
Still inside:
Simplify:
[(2t^7/6s^2)]^-3
---
= [t^7/3s^2]^-3
---
Now, apply the "-3" exponent to get:
