You can put this solution on YOUR website! This is not an algebra problem, but basically 1 kilometer = 3.24077649 × 10^(-14) parsec.
So, first convert km/s to km/year using standard conversions.
31500km/s *(60s/1min)*(60min/1hr)*(24hr/1day)*(365day/1yr) = 993384000000 km/year. Now to convert to parsec, 1km = 3.24077649 × 10^(-14) parsec so you multiply 993384000000 by 3.24077649 × 10^(-14)= .0321933551274216 parsec/year
