Complete the square on the "x" and on the "y" terms:
16(x^2 + 6x + 9) + 25(y^2 - 6y + 9) = 31+16*9+25*9

16(x+3)^2 + 25(y-3)^2 = 400
----
(x+3)^2/25 + (y-3)^2/16 = 1
---
Center at (-3,3)
horizontal major axis = 2a = 2*5 = 10
vertical minor axis = 2b = 2*4 = 8

Note: Can't graph that on this site as it

You should see that the graph is an ellipse
centered at (-3,3) etc.
