So in this problem:
x^(-n) = 1/(x^n)
(1/8)^(-4) =
1/((1/8)^4)=
= 1/(1/4096)
Dividing by (1/4096) is the same as multiplying by the reciprocal (4096/1). So:

1*(4096/1) =
4096
So the answer is 4096.
