THIS LINE HAS A SLOPE(m)=-1/6
ANY PARALLEL LINE WILL ALSO HAVE A SLOPE=-1/6
NOW REPLACE X & Y, IN THE LINE EQUATION, WITH (4,7) & SOLVE FOR b (THE Y INTERCEPT).
7=-1/6*4+b
7=-4/6+b
7+2/3+b
b=21/3+2/3
b=23/3 ans for the Y intercept.
Y=-X/6+23/3
