1. x%3E%22%22 and x%3E=%22%22 means to shade TO THE RIGHT OF the line.
2. x%3C%22%22 and x%3C=%22%22 means to shade TO THE LEFT OF the line.
3. y%3E%22%22 and y%3E=%22%22 means to shade ABOVE the line.
4. y%3C%22%22 and y%3C=%22%22 means to shade BELOW the line.

Yours is case 4, so you shade below the line.
