you are correct: if we plot the graph of 7|x+2|+5, you will see that:

+graph%28300%2C300%2C-6%2C2%2C-4%2C20%2C7abs%28x%2B2%29%2B5%29+

which has a minimum at +5... so this will always be greater than +4. So the answer is "any value of x is acceptable"
