The boundary is y = (-2/5)x + 1

You need two points:
(0,1) and (5,-1)
Plot those and draw a dashed line thru them.
That is the boundary and it is not part of the solution set.

Test (0,0) in the inequality.
You get 0 > (-2/5)*0 +1
0 > 1

That is false. That means the solutions are not on the
