You can put this solution on YOUR website!
+-3%28-4x%5E-6%29%5E-2+
First, realize that there is an understood power of +1 associated with the -4
When working Power to Power we multiply the powers
+-3%28-4%5E%28-2%29x%5E12%29+
Remember that anything over 1 equals itself. put this all over one
+%28-3%28-4%5E%28-2%29x%5E12%29%29%2F1+
The -4 has a negative exponent ... move it to the other side of the fraction, and turn ONLY the exponent positive
+%28-3x%5E12%29%2F%28-4%29%5E2+
Work the expontent
+%28-3x%5E12%29%2F16+
