 I have tried the obvious answer, 90 mph, and my teacher told me to put on my thinking cap..so

 Figure out the time required to drive the 2 miles if you average 60 mph.
 --------------
 Then figure out how much time you have already used indriving the 1st
 mile at 30 mph.
 --------------
 Now, how much time do you have left after you drive the 1st mile?
 Hummmmm???/
