I am pretty sure that it's going to be rise over run and that I would make the 13,000 feet 2.5 miles but so it should be 2.5/24 but I'm not 100% that's what the teacher is looking for. Any help would be appreciated

The altitude is "decreasing" -- this means the "rise" is negative:
rise/run
= -13000ft/24miles
= -13000ft/(24miles * 5280ft/1mile)
= -13000ft/(24 * 5280ft)
= -13000ft/126720ft
= -0.10
