This is a "special" problem in that the base numbers 8 and 4 are both powers of 2.

%282%5E3%29%5E%286x-3%29=+2%5E2

When you raise a power to a power, you MULTIPLY the exponents.
2%5E%283%286x-3%29%29=2%5E2
2%5E%2818x-9%29=2%5E2

The powers are equal:
18x-+9=2
18x=11
x=11%2F18
