Sorry, no way to tell. Here's two counter examples, and there are an infinity of others:
If  and  are in direct proportion, then  ,  ,  , so  , so  when 
But if is inversely proportional as the square of , then  , so  , so  when
And there are lots and lots of other ways they could be related.
